Double-hull tankers: Regulation recast

Following on from the European Parliament, on 23 May, the Council of Ministers adopted, on 7 June in Luxembourg, the final text of the recast of Regulation 417/2002 banning transport to or from the EU of heavy grades of oil in single-hull tankers. The same regulation establishes an accelerated plan for the application to single-hull oil tankers of double-hull or equivalent design requirements. These requirements must be phased in by 2015 at the latest under a plan based on the age of the ships. Regulation 417/2002 was adopted in 2002 in the wake of shipping accidents involving oil tankers. The only changes brought about by the recast from the current version concern the procedure for delegated acts.
