Agreement on double-hull oil tankers

The Council of Ministers and the European Parliament came to agreement, in an informal three-way meeting on 4 April, on the recast of Regulation 417/2002, which bans single-hull oil tankers in European waters. The objective is to merge into a single text the many amendments made to the regulation since its adoption. The only real change concerns the procedure for decisions of an editorial nature to ensure consistency with international rules, to be adopted through delegated acts. The regulation being recast bans the transport of oil to or from EU ports in single-hull tankers and establishes a plan for the accelerated introduction of double-hull tankers, according to the age of the ship, with a final deadline of 2015. This regulation was adopted in 2002 following accidents at sea involving oil tankers.
