Ahead of the European Council of 1-2 March, Serbia and Romania reached an agreement on the Vlach minority in Serbia. This new agreement would allow Romania to withdraw the conditions it had seton granting Serbia EU candidate status during the summit, on 1 March. On 28 February, Romania had unexpectedly stalled the negotiations at the General Affairs Council, prolonging the ministers’ meeting for several hours and demanding that special provisions be added concerning the Vlach minority before it would agree to Serbia’s candidacy. According to the agreement, members of the Vlach minority will be allowed to decide their own nationality.
