Green light to Sweden’s newspaper aid scheme

The European Commission has concluded that Sweden’s press aid support has been sufficiently reformed and is now in line with EU state aid rules. The scheme, designed to support subscription newspapers that fit certain criteria and aim to promote media pluralism, was found to not meet the Commission’s proportionality test after several complaints were registered and the procedures for bringing the scheme into line with EU law was launched. The Swedish press aid system is treated under different EU law because it has been around since 1971, before Sweden’s accession, and is thus considered ‘existing aid’. The Commission submitted a number of suggestions to Sweden, in June 2009, and was satisfied with the country’s response proposals. In particular, Sweden has fundamentally changed the support given to metropolitan newspapers, introducing support ceilings, reporting obligations and a reduced maximum aid levels.
