A contrasted economic reality

Monday 02 April 2012

The economic weight and the sectoral distribution of concessions varies wildly from one member state to another: some use them a lot, others much less or not at all, and in very diverse sectors.

- France: They represent 80 billion euro (ie 21.1% of the GDP), 60-70% of them are in the sectors of water management, sanitation, waste, gas, and electricity, motorway and sports facilities infrastructures

- UK:The figure of 60 billion euro (which represents 3% of the GDP) on public private partnerships, of which approximately 60% would appear to be concessions, is disputed. The concessions would seem to be mainly in public transport, roads and bridges, sanitation and waste water management, maritime services and health care centres

- Portugal: In 2010, their investment value was 32.5 billion euro (19.87% of the GDP) and they are used in the following sectors: water distribution and waste water management, waste, heating and energy, as well as port services and the management of roads and motorway

- Spain:In 2005, they represented investments worth eight billion euro (0.9% of GDP), mainly in the road sector

- Italy: In 2009, they represented approximately 8.4 billion euro (ie 2.1% of GDP), of which 536 million euro for services concessions

- Czech Republic:Prague resorts less to concessions, which represented 1.1 billion euro (1.1% of GDP) in 2005, for the sectors of health, transports and public buildings, and, to a lesser extent, water management

- Poland: Concessions are marginal and limited to the sector of motorways
