Following the results of consultation between the European Commission and professional organisations and trade unions on the reform of European civil serviced staff regulations, endorsed by the Council on September 29 (*), the European Commission is expected on November 11 to adopt a Letter of Amendment to the 2004 Draft Budget concerning the creation of a of an appropriate budgetary structure for the period from January 1 to April 30, 2004 for the new temporary measure on the salaries of European officials from all institutions, dubbed the “special levy”. The fundamental difference requiring the inclusion of corresponding receipts between this new levy and the former temporary contribution which expired on June 30, is that the rate will no longer be fixed but will rise from 2.5% in 2004 to 5.5% in 2011, following the entry into force of the new European civil service staff regulations.
